The best European, non-BB trading firms are in Amsterdam. In addition to Optiver, SIG, DRW, IMC, Timber Hill, and many of the American props have operations of some kind in various parts of Europe. DRW has a London office for sure. Not sure how big the other one's are for their European offices, but there are plenty. There are probably a dozen other American-based props that have small offices based in various parts of Europe--just look them up and read their websites.

 

Amsterdam is where the oldest options exchange in the world is located.....not sure how much that has to do with the city being a huge options center in Europe.

 

Yeah, that's basically why. The Dutch were the first to really embrace exchange based options, and so they had the most established trading presence in them. Optiver and the others were founded there and once it was known as the place to be for options it grew on itself from there.
