That's a little vague. What's the position title? Hands on fixed income technical skills can mean a lot. It's literally saying you have actual experience looking at technical aspects of the fixed income market, i.e. different signals, etc. You develop the skills, if it literally means what it says, by working on a fixed income desk focused on technical analysis.

my thought given the limited descritpion is that they are looking for someone who really understands how fixed income securities work...ie cash flows, financing, etc. I dont think they are talking about technical analysis in terms of charting i think they are saying "if i told you to run a leveraged fixed income portfolio tommorow would you have the know-how to do that?". Its actually really a skill like operating a forklift...u have to have done ti to know how to do it properly.

I agree with Bondarb then, it sounds like it's not technical focused at all but rather understanding how fixed income instruments actually work. I also think it would be a good idea to have some type of idea on how you would construct a portfolio right now and whether you're using swaps, futures, options, where you would focus your concentration, and at what mixture based on your goals (tsy, muni, hy, ig, etc). I'm sure an Associate PM wouldn't be making those calls, but you would need to understand fixed income portfolios and know what to do when the call is made.
