Am I too late in the game?

I'm currently a Junior at a non-target. My school has decent placement in Chicago. Last year I had a TIA (Mini-stroke) and because of that I missed the recruiting cycle and didnt get to network. I'm currently utilizing my family network, a couple of my relatives work on the street or did in the past. I've also started to reach out to alumni as well.

Besides that does anyone have any advice for me? Anyone who was in a similar position where they didnt have an internship secured at this point? Is cold emailing MM and Boutique banks in the Chicago area a good idea? Also how do I go about finding an off cycle position because I could potentially graduate a semester late if I wanted to.
