Applying to NYC as an international in addition to my home country?

I’m an international about to apply to GS’ SA 2021 program in my country.

However, I’m also a US Citizen and I was thinking I might as well throw a Hail Mary and set NYC as another location preference. I study in my country’s top target, but I don’t think the name rings much of a bell in NYC.

Would adding NYC as a location preference in addition to my country affect my application in any form? Would I still be compared against applicants from my country for my local office?
