Asking for a Transfer to Another Office

Long time user but first post. I am a 1st year analyst, going into my 2nd in the next few months at a satellite office of a Canadian bank. My mid-year performance review is coming up (with a Director in another office in charge of all analysts) and I want to ask for a relocation to another office for family reasons. My question is: do you think I should hold off asking for a transfer at this time due to market turmoil? Also, what is the best way to go about asking for relocation without offending the head of our group? Any advice is much appreciated.
