Asking on behalf of friend...

I have a friend that worked at the top group for one of the big six investment banks in Toronto (think TD, BMO, Scotia, National Bank) as a sophomore, he's currently in his third year. His goal is to get into one of the NY BB, but since our school is not a target for the NY BB offices they dont come to recruit on campus.

Now my friend rather then networking, like I think he should be doing, has been focusing all of his time instead on raising his gpa(due to excessive partying in second year after getting his offer his cumulative went down to 3.1ish) which he beleives will improve his chances more then networking into NY. I tried and told him at this point since you have prior investment banking work experience and you received an offer to return that you are already ahead of the pack and no one will care what his gpa is. Am i right and should he be networking to get that initial interview in NY since he's not at a target, or is he right?
