Building trust

Firstly what is the power of the head of a certain division in recruiting, for example do they have the ability to give you an offer?
If they refer you then are you certain to get the offer?

Secondly, how do you build the trust of a person in this position? do you treat them as a normal contact?
Some of them tried as best to get me work experience this summer but I left it too late or they did not offer work experience in that division. If they tried to get me work experience is it safe to assume they will help me get an internship?

Is it a good idea to ask very senior person for an internship in the first informational meeting?
How can I build a rapport with them until recruiting opens in the summer?
Do you email them every so often something interesting or ask them about the division etc...?

I have come to terms with the fact that I will not get anything this summer and my turning my attention to next summer.

thanks

Won't guarantee you an offer if they 'refer' you, but I'm sure the head of a division could say 'hire this person' and they would. Referral implies you'll interview like everyone else.

I personally wouldn't ask for an internship after first contact (why should they hire you after meeting you for a few mins out of courtesy?).

Treat them like a normal contact but understand they will have less time for you than juniors, and don't email them asking about how the division is going haha (if that's what you meant).

Build rapport with them like you would anyone else....

Ok but how do you justify meeting them up again? First time is to know them and etc... What is the reason for meeting them up again without wasting their time? How do you bring value to the second meet?
