CEO passed me onto head of HR

I got in touch with a CEO of a firm (he is a high school alumni) and I asked him about internship or a analyst position. He did not reply back to me but he forwarded my email onto the head of human resources. The head of human resources got in touch saying that they take on a handful of interns over the summer and recruitment has not yet started for this. He also said that if they need any interns before then, he would keep me in mind. However they recruit analysts throughout the year and if I want to be considered I should send him my CV and cover letter.

By forwarding my cold email email to the head of HR is this a referral or should I send my cv and cover letter through the CEO?
