HW pays street, take into account the low cost of living in richmond and you're ahead of the game
You're looking at 70K base, 10K signing/relocation, and top bucket 1st year bonus was dead even with the bulge brackets on Wall Street. This was for their Richmond office though, Boston might get a slight cost of living bump in their bonus.
banks do not factor cost of living into bonus....

They don't have an NYC location
They pay street and bonus is street as well (source: my buddy worked there)
