Hey,
Sophomore at UChicago from Eastern Europe. So many positions I apply to list this "You will not require visa sponsorship for employment in the US now or in the future including OPT and F-1 visa." as a rule for applying.
How have int'ls navigated this ugly rule? Why are these banks so anal? Can someone explain the reason for this — laziness, bureaucracy, ?

Some employers don't sponsor, they either never did or don't want to at this point in time.
There are several threads on WSO outlining which employers may sponsor internationals, look for them in the search function.
Also, you can get a H1b without the capacity limits through a job in a non-profit or research facility, or you can enroll in another course ie Masters degree to keep your student visa. If your degree has a STEM designation you might find an employer who will sponsor you in that time frame.

This is not entirely correct. The nationality of the beneficiary has no bearing on a H1b lottery case. It has, however, an influence for permanent residency later down the road. The H1b lottery is just a drawing based on the fact there are more applicants than spots.
Also, you only have one shot, but you can have one shot per sponsor and per year. So in theory the same candidate can be sponsored by multiple sponsors in the same year and increase the odds.
