Is it better to quit your second year of IB when you know lay offs are coming and your role will more than likely be impacted (no offer lined up) or get laid off?

freshen up your resume but stay until laid off, it's not as bad a thing as it was a few years ago. And you force them to give you severance.
Okay! Thank you so much for this advice. Brings me to next question. Any thoughts on how recruiters / head hunters react when you disclose that you have been laid off? Do you have to share this immediately / at all?
in this market, it's probably not seen as bad as it was a few years ago, and if i understand correctly your previous employer should not be able to tell the reason your employment was terminated when asked, but i'm not sure.
In that case, you could spin it how you want.
IMO, refine the resume, get your name out there for new roles. A) if you are on the chopping block you avoid increased competition for roles, or at least B) get some interview reps in. Severance only makes sense if you have something lined up or are confident you can secure a new role before or by the time the severance would run out had you still been employed.

Severance can be quite nice actually if you know lay-offs are on the cards - get that resume updated though and brush up on interview skills.
Though tbh, the market is tough atm so I'd recommend just trying to keep your job
