Yeah it’s fine. I had a 3.96 that I put as 4.0
No one will care either way.
(1) It is the same thing. Not a single person or software will think anything different of your application.
(2) A resume is a marketing document. This isn’t being provided to a court under threat of perjury. Rounding is acceptable
You’re more likely to get dinged for rounding a 3.98 to a 4.0 than having a 3.98.
When I see a 3.9+ my first assumption is grade inflation

Put 3.98 and have a really good/engaging/humanizing story for the one class you didn’t get an A in, because you will get asked that question over and over and over, but anticipating that can work to your advantage.
