Million Dollar Legal but Unethical Profit Strategy

I have been following the news feed for a particular private firm, and done general information gathering for approximately a year. The SEC and the corporations being "attacked" continue to recommend against utilizing the private firm's services, but the firm continues to operate with impunity. The firm is not operating secretly, and its address is published in their offering documents. There has been no indication of any law suits or government actions against the firm despite being in operation for many years. Based on public documents the firm is making millions a month and doesn't seem to have a staff.

I would like to replicate it, but do not have a background in securities law. The startup costs are essentially zero, but I need a partner that knows their way around securities.
