Several people have told me to talk to the staffer when interested in a specific group but I have no clue as what to ask as I am not 100% sure of their role besides staffing duties. Could someone shed some light and maybe suggest what would be some smart questions to ask a staffer as an incoming SA?

The staffer is just like any other VP but in addition to being a VP, he/she takes on staffing for the group. The purpose of networking with the staffer is because he/she usually is the VP most in touch with analysts and (by extension) usually is very looped in with recruiting (at some EBs, runs recruiting). In your case, it seems like the staffers have a big sway in group placements which is why you're being told to network with him/her.
