NIBC Submission Portal?

Does NIBC not have a submission portal / data room this year? When we try to access the page it gives a 404 error. I saw that last years teams got emailed multiple times about data room access and this year that doesnt seem to be the case.

Does anyone have information about this? Can we just send an email?
