i'm assuming thats for the apt...not per person right?
my building includes water, gas, heat, and central air conditioning. i've heard that its standard for these to be included (maybe not central air) in New York
Water and Heat are free in NYC; the landlord is legally required to provide them. Gas can go either way; my previous building didn't include gas, but my current one does (I assume that's because there is no gas meter hooked up to my individual unit).
Central air is also a toss-up (many buildings don't have it).
I have a medium size place. For coned, it's 60-140 a month, and for keyspan its about 20-40 every other month.

i pay 40 or so a month for electricity. 120 or so for cable and internet 40 for cell phone.

Even most of the news places have the air con that's not a wall unit, but it's not central either. It's built into the apartment, but you'll have one per room. I live in a new construction building in Manhattan and I had never seen air con like that before. But they suck. Nowhere nearly as efficient as central air. My place is very energy efficient (didn't turn on the heat once this winter), but really hot in the summer. So for a 2 bedroom I was paying almost $200/mo for electricity in the summer. And get used to shitty utilities in NYC. For being one of the biggest cities in the world I'm blown away by how far behind the times it is. My internet and cable service (Time Warner) is the worst I have ever seen. Painful...
