$696.10 withheld from a 10k relocation payment for new york state taxes. Does anyone know how this number was computed?

NY state tax is ~6% I believe.
i figured, but i couldn't get this value to come out no matter how i fiddled with the numbers or the tax rates listed on the new york state tax web site
Probably has something to do with the extra tax for NYC.
