Non-Target would literally have nothing to do with this...if you got an offer they want you, doesn't matter where you from. The Harvard kid has as much time to decide as the UOregon kid.
To echo what others have said, it completely depends. Your school might be able to protect you if you applied through the career center and guarantee you a certain date. Otherwise, about 2 weeks seems customary.

If you're not at a target, you may have 2 weeks, 2 months or you may be given a verbal offer with a letter only if you verbally accept. You should ABSOLUTELY hold off and try to leverage this offer. You should wait for as long as they give you. This is especially true at a BB where HR handles this stuff (less likely to piss off MDs etc.)
What do you do if a JPM/MS/GS isn't playing game with leveraging after a DB/Barclays/CS offer, but then you get one of the first three? Would you approach them again or accept they don't want to bite?
