Smaller firm with more responsibilities or larger firm with more flexibility?

Choosing between two offers for a fall IB internship at two boutiques currently.

One is at a very small boutique - one managing partner and a couple interns. I'll probably be handed more of the responsibility at this firm in regards to clients and modeling. Based in SF. 

The other offer is large with around 15 total people and 5-10 interns. Here I'll probably be allowed a little more flexibility in regards to time. Based in NYC.
