RBC doesn't even have an RX banker, it has never been a focus.
Big 4 have RX teams in Canada, believe they’re the only ones doing RX

No one is dedicated to it. There are some consulting firms that specialize in it
Most comments here only got half the mark. Restructuring investment banking advisory work is very small in Canada for a variety of reasons (companies take on less leverage, less PE backed businesses, etc.), and also because restructuring/bankruptcy laws are different here.
Some firms do touch Rx though, mainly BMO and Canaccord, though I would say BMO has advised on most of the largest debtor sides in Canada (CBCA Recaps). Don't think BMO/CG does any creditor side work. Aside from them, Greenhill Toronto has advised on a few big txns (Cirque du Soleil, Canopy Growth). Think some of the other global offices touched a bit as well like Lazard but they winded up their office. Would say BMO/Greenhill is your best bet but like all the other comments said, U.S. is the place to be for Rx work.
