UNH or Rutgers

My girlfriends younger brother recently got his college acceptances back. He’s interested in IB/AM/WM (young kid, open mind). Based on aid packages it really only makes sense for him to go to UNH or Rutgers, and UNH much more so than Rutgers as he would graduate with zero debt.

My thinking was that Rutgers was the clear pick of the two but I wanted to hear what this forum thought. I told him that if he was really interested in IB he might want to consider transferring after a year but I’m not sure if that’s necessary as I don’t know much about either of these schools.

As of right now I think he’s interested in NYC or BOS for full-time.
