What is Harris Williams's strategy with their M&A bootcamp?

Richmond is their headquarters and largest office, yet they don’t actually have a summer analyst program there from what I understand (website only lists SA for Boston, SF, and Minn). Is their whole intern to FT pipeline is based solely on their M&A bootcamp? The bootcamp is just a two week program in May each year that targets kids who will be doing a standard SA program at another bank. 

I'm really confused as to why they do this. How can they meet their hiring needs in their largest office by only taking interns for two weeks that also have other pipeline internships lined up? Do they yield protect and not take interns who'd likely accept an FTO from their other internship? Why don’t they just run a normal SA program?
