How does school recruiting team work? And also one call policy?

So right now I'm kinda stucked with only non-alums replying my cold email while alums hardly ever reply to me (even after follow-ups). For EB/BB/MM, do you think if it's important to mostly network with alumni as I heard there're school recruiting teams where the junior bankers (alumni) will gather and filter all the resume. In this case, just don't really know if connecting with non-alumni help for referral?

Also I'm curious how does one call policy works. Will the person that I called with would refer my resume if the call was average or good (or maybe that they just won't pass along my resume?)

Can anyone shed light on which bank/team does school recruiting team and one call policy? The EVR RX stated that they have one call policy.
