New Game Plan?
Is it too late to apply for summer interns at boutique ibanks (TWPG, FBR, ...)? Do I just cold call? Any advice since I have no alumni connections at smaller banks.

First apply online and then cold call the recruiters, so they don't dismiss you by telling you to apply online and then wait.
