2019 FT Recruiting Questions

I was hoping to ask those with prior experience recruiting for FT roles some questions:

Is prior networking with analysts/associates at banks that have 2019 FT recruiting processes pretty much the only way to have a shot at being selected for an interview, or can having a strong resume and applying through job portal still lead to interviews?

Can anyone recommend what would be the best course of action to someone who hasn't networked extensively but would still like to recruit for full-time specifically for the Bulge Brackets? Is relying on your school's career portal (particularly if you attend a target) once the fall semester begins in late August a viable option, or will recruitment be wrapped up by then?
