What I’ve heard too
A mix of headcount and quality of interns, some groups with bad interns didn't give out as many return offers and interns that got cut from other groups got offers to join those groups that made cuts
So they typically just reshuffle as opposed to running a process to hire ft?

Usually no lower than about 80%. HR starts pushing back the lower you go. Wouldn’t say any group has a specific policy. Rate really depends on the strength of the class. Some years are better than others.
