Career Advice - IB Job Hopping?

Hi All - In a pickle Currently 1 year in at a no-name bank in a non-NY city. Got an offer last week at a much larger bank with a great reputation but in the same city. Ultimately, this is not the city I want to end up in in the medium run. However, this bank would absolutely help me get to a larger IB or even PE shop in the city I want to end up in. I don't want to be stuck for more than a year in this new role because of being seen as a job hopper. Should I: 1) Take this large bank offer, stay for about a year, and use it as a stepping stone to jump ship to my end-goal city?, or: 2) Stay at my no name and try my luck at recruiting into my end goal city? Any advice is welcomed thnx.
