Looks like you can find TSX delistings by year here: https://www.tsx.com/news/reviews-and-suspensions. Check out Xpel and DiaMedica Therapeutics -- both recently delisted from TSX but were already registered on Nasdaq at the time. I know this isn't exactly what you're looking for, but maybe it can point you in the right direction.
I have a couple ideas of how u can do it. you’ll have to get a little creative.
and then it’s a matter of creatively doing filters in excel to get a list via process of elimination.
using conditional formatting for duplicates / not a duplicate.
the positive is that whoever you are showing this to can audit it

CapIQ allows you to screen precedent private placements and public offerings by feature. Maybe try there?
