Hey I'm currently an underclassman looking for an internship at a boutique IB or pwm in NYC area. Anybody have any tips/ success stories they can share?

For Investment Banks at least, most firms are probably done recruiting, even for boutiques. You should still reach out though since there might very likely be some left.
I know a guy who very recently got an internship after a 20 min call with the MD. This kid wasn't a great conversationalist either and had no relevant experience. If he was able to do it I'm pretty sure anyone can.
If you want to get into a good IBD analyst program then it's almost necessary to find relevant experience for your sophomore summer.

What about small regional boutiques? I thought they recruit later like January to March?
