This is wrong. Most places keep applications open far past their actual recruiting window. Most hires are going to come in the first 2-3 months of opening applications.

Yes. They fill spots early. Every year I was in SnT we filled about 60-70% of the spots before summer for the next year. The chances of getting your resume pulled for an interview drops a lot as you progress on and on, especially for IB where they can't send a technical test or something similar.
Apply then network if you have too. Do not miss the app.
