Are private asset allocators (E&F, pensions) considered to be better than public? Are there meaningful differences in the ability to transition between the two, e.g. is it more difficult to move from public to private and vice versa? Comp?

I don't think you can make that type of generalization - it's more firm by firm. There will certainly be good and bad on both sides (but the bad private ones probably go bust eventually).
