SA Decision Advice - HL (2nd Tier City), Bottom BB (NY/SF), Corp Dev (Large HC)

Hello, I am hoping to get advice on which offer to take for SA 2020. Any advice and insights would be appreciated. I am hoping to go the VC or startup route eventually and I am not crazy about doing corp dev (I also don't know much about it, so that could change). I could see myself trying to upgrade firms either after SA or a year full time as well if I am fortunate to receive a FT offer. Waiting to hear back from Wells Fargo and I know that I would be in NY for that if given an offer.

Houlihan Lokey IB: 2nd tier city Bottom tier BB IB: NY or SF Top 4 largest healthcare corp development
