Who makes final feedback decision for intern Return Offers to FT in lean teams?

I worked in a group with 1x MD, 1x VP and 1x analyst
Analyst was on holiday pretty much during my placement so 80-90% of my work was with VP and MD.
For feedback calls to decide return offers, who would be making the final call? Not sure here as MD and VP have more visibility to the work but analyst would be my future day to day colleague so not sure.
Analyst hit the desk in June as lateral so they weren't fully staffed on deal work yet
