Why do non-elite banks have such big TMT teams?

Every year all the big TMT deals to to the top 3 BBs and the EBs… why do lower tiered banks even bother having TMT teams, and why are they so big? It’s a source of frustration at my bank because they have double the headcount of any other group and seemingly don’t pull their weight.
