How to find an IB internship with 2.3 GPA after 1st year of college?

This is a little late here, but the answer is no, no one will give you an internship after just one year of college with a GPA like that unless you have an excellent connection. And TBH, with a GPA like that you shouldn't be spending any time looking for internships, 100% of you energy should go into increasing your GPA. You're going to really really struggle with the job hunt if you don't get to a 3.5.
im not too familiar with target schools, but from what I know they tend to favor people in their junior years, as those people have had classes that are more relevant to the internship. I would focus on getting an internship at a smaller, more local, firm, as those internships are easier to get in the earlier years of college. If you end up getting an internship at smaller firm, that experience will help you to get an IB internship later on.
What happened that your GPA was so low? You should spend this summer retaking any classes that you can if your school allows any kind of grade replacement.
I would spend the next year raising your GPA, as the other response said below a 3.5 you're going to have a hard time. Even at a very small firm, below a 3.0 is going to raise questions about your work ethic/reliability. Maybe next fall pick up a part-time internship if you can (would have to network a lot, and have a good explanation for GPA) but grades should be your #1 focus.
