True - I’ve been surfing off the coast of Melbourne as well - Bell’s Beach. But, it is like an hour away from the city. Not sure if there are other breaks closer.

Not a direct surf city but if you were in Singapore you could easily get to Indo for some trips. Arguably the best surf in the world.

I’ve surfed Indo at Lakey Peak - good times and extremely cheap. You could also rent storage in Indo for next to nothing at a hotel and not have to bring your boards back and forth.

A few observations from having lived in the locations:

Sydney - Clearly the best for surfing. Conditions are good all year round, many offices start work late (9am starts) allowing a morning surf before work. Tibra (a trading co), has offices down the coast in Austinmer facing the beach. Only downside is that property costs near the beach is high (Manly, Bondi, Coogee, even Maroubra) but the commutes are short (30 minutes by bike from Bondi to the CBD is very doable, Maroubra 35)

London - Sea temp is far colder in the UK, Cornwall is reachable for the weekends (the sleeper train to Newquay is a good one) but the immediate surrounds of London is rubbish and its not commutable. Closer to London is Devon (4 hr drive to Croyde) or if you want to attempt it, the Severn Bore.

Singapore - Flat as a pancake and the sea has an "aroma" to it. Indonesia (with its awesome beaches) is close by, but you need to fly if going further away than Bintan Island (still pretty flat).

Hong Kong - people do try to surf, but Tai Long Wan / 大浪灣 is a name reflecting hope amongst surfers rather than reality.

Others (Not lived, but visited)

Tokyo - This is an option worth researching, Japan has some awesome locations, but getting between Tokyo and the beach may take a little figuring out, but shouldn't be too bad given their fantastic public transport. 

Dublin - Again, not a major financial canter, but the West Coast of Ireland is pretty wild and cold

Edinburgh / Glasgow - Cold weather surfing is doable.
