Working for the man

Asking for a friend. Yes, a friend. In any case, does anyone have any information about moving from a corporate leadership finance role to a similar role within a state government agency? This friend, (yes friend), is tired of the elastic hours, guilt trip vacations, and continual cost cuts in the department. They have been told hours at this agency are 9-5, sweet benefits, with wicked vacation to actually use and a 1x% bump in pay.

This state agency employees thousands and mobility upward is not an issue. The issue revolves around a stigma of being a 'government worker' should this person wish to move back to the private sector.

I have a friend that works for a specialized branch (think similar to dept of land or something similar) as an engineer.

Makes a little less than 100k (150k max) but can never get fired, always leaves at 5, and doesn't do much at work.

My friend's biggest complaint are the hours. I've been told in so many words, "Wolf, sure I make low six figures, have 6 weeks of vacation, and attend a fancy dinner once in awhile. But, let me tell you about my family vacation to Hawaii. I worked at least 4-6 hours a day missing a tour of Mt. Kilauea to argue with the bank again about the line of credit utilization. The hours I book at night and on weekends puts me at parity with someone making mid 80ks. The complete inability to unplug is what is killing me within. There is a reason my boss is now going on his third marriage."
