Are the best IB internships at headquarters?

I'm really wanting to do my last summer internship in Chicago. How does this work though? It seems to me that most of the summer interns will be in the bank's headquarters, most often NYC. Is this the case? Or do regional offices take in interns for the summer? If so, will the experience be as good, networking aside?

More specifically, I'm looking for public finance IB, so I know that's a bit more regional than traditional IB. Should I try focusing only on Chicago based firms? Blair doesn't seem to be in the top 25 underwriters for muni bonds so that's a bit concerning. Would Baird most likely have its SAs in IB in Chicago?
