lol. Um, consulting yes, IB will be a bit rough. Your best shot at IB would be after a top 10 MBA. PS why don't you go do poli risk for 2 years and then leverage it for MBA? Sounds kinda cool ....
GPA seems a little low, even for accounting (which generally requires a lower GPA than IB and consulting). but if you get lucky and swing an interview or 2, its all on how you connect with the interviewer from there
What year are you, assuming junior? IB is possible though it's gonna be tough for OCR given that you have no actual finance internships and aren't an econ/aem major. But definitely apply as you have some interesting experiences and would maybe get some interviews.
As a Cornell person who recently went through SA and FT recruiting for consulting, its gonna be extremely tough unless you do some insane networking. Consulting places put a huge emphasis on GPA and even with a 3.5+ I still found myself dinged at most places, its just extremely competitive. Probably can't rely on sitting at home sending out applications in order to get a job. Should consider making a few trips to NYC to meet with folks, but make sure you have your story down first.
