I've been looking at some diversity programs that presently recruit at my midwest semi-target school. I do not qualify as a diversity applicant, but some of these programs appear to state that they are also available to "exceptional students" from non-diverse backgrounds as well. Would it be worth the time and effort to apply these programs?

You really should not apply to the program if you don't qualify. You are undermining the purpose of it.
The bigger problem is that they don't let me upload a pdf of my resume. What the heck? I don't have a doc version of it and when I try and convert it the formatting gets super messed up :-(
I don't think the system takes pdf and in doc version the formatting will change a bit, it even says it on the site. So you're probably good.

From experience, Its a strong program that is geared towards diversity candidates. A scholarship and internship opportunity with one of the BB's is an amazing opportunity.
