Do firms compete internally? Like can you get an offer from the NY office, but also get an offer from like a chicago or LA office.

I think some banks let you apply to more than location, but you'd only receive an offer from one. My bank only lets you apply to one location. I don't think I've heard of anyone receiving two offers for different locations at the same bank.
No, honestly for most firms if they find out you’re interviewing for both (i.e. go through first rounds/superday simultaneously) you’ll probably get dropped
