Does Goldman Sachs only give out one offer across regions?

For summer analysts in general, does HR from the different locations work together and decide on giving out only one offer? I have interviewed with HK and Beijing, but also applied to NYC. From my impression from the interviews, it seems like they all ask about my location preferences for HR purposes, and not just because they want to know if I want to work in Asia. I'm not sure if I heard him right, but I believe one of the guys from Beijing even said during the interview that I would "probably be contacted by NY and HK too" they would "compare interview notes" and I would be contacted after.

I assumed before that they all operate separately and give out offers separately, but does anyone know if it really works this way?
