Does HR have say in return offers?

I am probably over thinking this but I'd emailed HR about some stuff a while back and now would like to change something they have on file for me for reasons. I am just a little worried about coming off as super annoying or something and will likely just tell them in person.

They wouldn't really care right? I mean, this is their job. I suppose I sound like a paranoid idiot right now.

What do you need to change on file and for what reasons? If it's just profile stuff wait until you hit the desk. You will get access to Workday or whatever equivalent your bank uses and be able to update it yourself.

Generally no say on return offers, but HR works super closely with the recruiting leads and if you are really weird or annoying to them it will get back to your group.

Separate from your post, but HR could possibly stop you from getting an offer, but doubt they can help you get one. For example, HR tracked things such as SA attendance for speaker events, trainings, etc. If you completely blow those off, I could see that weighing negatively on your chances, but HR would still likely defer to your group for the final decision.
