From this description, is this a boutique bank?

On their website they say that they are an "intermediary firm specializing in the sale of viable small and middle market businesses in North America." im not even sure if this would be considered a boutique bank.

Better question: why does it matter?

"Middle-market" refers to the size of the DEALS. Boutique refers to the size of the BANK.

Google tells me this firm is Meritage Partners. Never heard of them. And btw, it's just an advisory shop. Looks like they work on tiny tiny deals (25-50mm), particularly with non-public companies. Is this for the upcoming semester or next summer? You should ask yourself: what kind of experience will I bet getting with this firm? Focus on the learning experience and not a worthless, nominal label.

Actually, they sound more like business brokers (they even have membership in IBBA). Essentially, business brokers cater to the lower MM and handle deals too small even for a boutique bank.

With that said, many of the valuation methodologies are the same as you'd find in a boutique or MM IB, so you may want to ask about modeling experience there. Given their focus on smaller deals, they may not get too involved with the technical/modeling aspects, but you may want to see if you get some exposure to that.

Otherwise, just make sure it's not just some chop-shop where you're cold-calling buyers/sellers all day.
