I’d imagine it’s just HR giving a final approval that the person the team might want to hire isn’t going to be an HR nightmare.
If your initial call was not with a HR rep, then odds are you only spoke to team members, who can grill you on technicals and all, but might not dig deep enough into behavioral to know if you’re going to be a liability to the bank.
Not too abnormal, just be kind and polite
That said, if you think you have the interview in the bag, flex on HR and sound crazy
Typically HR interviews are conducted in the very beginning but for whatever reason (time restraints, scheduling issues, etc.) it can be done at the end. I remember I was in an HR interview right after meeting the entire team and the guy made it sound like I got the offer while I asking me “Why I want to work at X Bank”. I got that offer so clearly they were checking a box
