When are you considered offered?

I got an SA offer for BB recently. The human resources person asked me verbally told me the offer over the phone and asked me if I accept and I told her I do.

She told me she was going to send me the official offer confirmation and a packet on by yesterday but nothing came in. So I called and ask today and she said I should receive it by the end of the day but nothing came in again.

My question is..are you considered offer when they tell you you are offered or when you receive an offer letter?

also, should I be worried? Is it possible they are changing their mind and slow playing?

Sorry If these questions are wierd. I am just a sophomore and I dont have much experience in the hiring practice

I love the poker lingo usage "slow playing". Yes, you do have the offer. No, you most likely don't deserve it if you can't wait a few days for a letter. Yes, only people who suck at poker try to over compensate by using poker lingo in their daily lives.

Maybe this is a joke. If it is, you can do better. If it's not, this is idiotic. If I expect somebody to send me something by a certain date and I haven't received it I follow up with them. This is because either 1) they haven't sent it and they need to get their shit together or 2) they have sent it, but I didn't get it, and they probably think that I don't have my shit together. Either of those scenarios is a problem, and it's not going to get fixed by itself.
