When do west coast banks generally hold SA interviews

Also is there a timing difference for those doing OCR and people from non-targets or do banks interview them all at the same time?

New York offices do multiple cycles for different schools, non-targets, study abroad students, etc... No specific knowledge on West Coast offices but I know Houston offices do everything it all in one week and typically do it the week before classes start in January at UT, could be similar for the West Coast.

Depends. Just because a bank has a job listing on your careers website does not necessarily mean that they have committed to taking a certain number of students from your school. The way it generally works is that each bank has core and non-core schools; for core schools, they commit to hiring at least some kids from that school. In these cases, you'll probably be competing against other kids from your school, but if you're on the fence after your interviews, as in you're a good candidate, but there were other kids from your school who took the slots reserved, then you might get pitted against the general pool of candidates, which includes non-core schools, along with probably all of the other kids from core schools who were on the fence as well.

This is the way I think it works generally, but each individual bank may have different procedures.
