Why is Goldman Sachs still a commercial bank?

Get that it was necessary in 2008 to convert to a commercial bank to gain access to Fed discount window for liquidity, but why is GS still clinging on to it's banking license? As everyone knows, the push into consumer banking backfired.

Why not just go back to being a true investment bank with unlimited prop trading capabilities and practically no regulation?
