Would IB salaries would have increased wo Goldman 13?

At the beginning of this year, a working conditions survey (the "GS13") made widespread news. 

- Since then a lot of investment banks have announced quite pronounced salary raises.

W/O this survey, would salaries would have increased? 

Thoughts?

Maybe it was just the spark that lit the fire. If not that then maybe some other thing would have done it. It’s like saying did covid cause a recession, like yea prob made a difference but after a 10 year expansion, generally economies are kinda ready for a recessionary period according to current economic thought of the economic cycle. I could be very wrong though !
