"The next step?" Please help!

Hello All, 

I am hoping to get a valuable second opinion.  I had a final round interview with a BB a month ago.  It went well,  then two weeks after my interview I was asked to fill out paperwork including my social, to proceed with "the next step"  When I asked what the "next step" is they said it would be to have all the paperwork filled out, then if that "got approved", an offer would be the next step after that.  I assumed an offer would come right after but it has been two weeks now.  

Is it possible that other candidates were asked to fill out paperwork as part of "the next step" two weeks after final interviews have concluded?  

I want this job so bad but can't wrap my head around it, why would they have me fill out paperwork two weeks after the final round if I wasn't selected for the job?  But if I am selected, why haven't I received a job offer a month after the final round?

My mind is going crazy because I assumed I got my dream job, but now starting to wonder....

During a scheduled call with them I pressed them on what "the next step" was and HR was carefully choosing their words.  They wouldn't tell me I was selected, but told me offer would be "the next step"

Any insight would be greatly appreciated.
